An official news says that DSLRs in Kuwait are banned. It is not allowed to be used publicly. However, journalists are exempted in this rule.This ban is made official by the country's Ministry of Information, Ministry of Social Affairs, and Ministry of Finance.
There's no exact reason from the country's government.Tourists are also included in this law. Compact digital cameras and camera phone are exempted in the rule.
